Sullivan Released Mugshot Records
A booking photograph, often called a mugshot, is part of an arrest or jail intake record when the agency creates one. Its meaning is narrow. It identifies the image an agency tied to a particular booking. The arrest may later lead to dismissal, acquittal, conviction, transfer, or another result. The photo alone cannot establish which result occurred.
Tennessee's Public Records Act, codified at sections 10-7-501 and following, supplies the general access framework. Access still depends on the custodian, statutory exceptions, and the state of the record. Juvenile, sealed, expunged, investigative, and protected personal material can receive different treatment. A record being public does not require an agency to keep it posted online forever.
Sullivan's official roster is current-custody data. A person who leaves the public list may still have an internal booking file and photo. The absence of an image online does not state when the person left or why. Confirm release from the inmate-file date, time, authorizing document, and transfer record, not from the photo or its disappearance.
Sullivan Released Mugshot Channels
The right source turns on who created the image. SCSO maintains county booking material. TDOC may display a correctional photo for a felony offender. VINE can display agency-supplied images. News and social posts may preserve selected photos, but none serves as a complete release archive.

A private image can be stale, misidentified, or detached from later court action. Do not substitute a same-name image from a different booking. Commercial mugshot pages are not linked here, and no paid removal service should replace the official correction or expungement path.
Sullivan Current Roster Photos
The SCSO inmate roster is the best first official image channel while a person remains listed. Its OCV/VINE data includes small and large photo URLs, name, inmate ID, physical descriptors, booked date and time, reporting agency, charges, and Custody Status: IN. It has no public release date, release reason, OUT archive, or 24-hour and 72-hour release filters.

This is current custody, not a released list. Use it to identify a prior booking, then move to the inmate file after the listing disappears.
Names and faces need the same identity checks as text records. Compare the inmate ID, booked date, age, physical descriptors, charge context, and court case. An image can help distinguish people with the same name, but it cannot fix a mismatch in the booking data.

Sullivan Sheriff App Mugshots
SCSO provides official iOS and Android apps. The county website and app configuration expose an inmate-search feature tied to the same OCV/VINE ecosystem that supplies current photos. The app is a valid alternate interface when checking a present booking image. Research did not establish a separate recent-release module or hidden released-inmate gallery in the app.

The app listing confirms an official access route, while the image and roster data remain current-custody tools rather than a permanent photo archive.
Use the official iOS listing or official Android listing. Save the booking number and date while the match is visible. After removal from the roster, request the associated image from SCSO instead of assuming the app retains it.
Request Sullivan Booking Photographs
The durable county route is a focused request to the Sheriff's public-records coordinator. Name the exact existing record. Useful wording asks for “the booking photograph associated with booking [number/date]” and, when needed, the booking sheet and inmate-file release record. SCSO should not be asked to create a photo compilation or a new explanation that does not exist.
- Confirm the person's full name and add a booking or inmate number, booking date, and case number when known.
- Request the specific booking photograph and identify the booking event. Add the release page only if custody confirmation is also needed.
- Choose inspection or copies. Inspection-only requests may be oral or written; requests for copies generally must be written under the county policy.
- Ask for native electronic format when available. If cost matters, inspect first or limit the request to the photo and one release record.
- Send the request to the SCSO public-records coordinator and respond to any identity, citizenship, cost, or clarification step allowed by policy.

The brief page makes the county public-records policy and a specific request the practical fallback for an old booking photograph.
County policy lists copy charges of $0.15 per black-and-white page and $0.50 per color page. Labor may be charged after the first hour, and actual vendor, storage, or postage costs may apply. An electronic photo request may not map neatly to a paper-page price, so ask for an estimate. The county can require advance payment for charges above $25.
Sullivan TDOC Photo Differences
FOIL may include a photo for a person currently or formerly in TDOC custody or supervision. That picture is a TDOC correctional image. It is not necessarily the Sullivan County arrest photo, and it may come from a later custody event. Never use a same-name FOIL image as a substitute for the county booking photograph without matching the agency identifiers and dates.
FOIL searches by name, TDOC ID, or State ID. Its result may also show status, location, offense, sentence, parole-hearing, and release information. Those fields help place an image in context. An incarcerated result means the person is not released from TDOC. Parole and probation are community-supervision states, while inactive is a former-record category that needs more context.
VINELink may carry an agency-supplied photo through a person record. Image availability and retention are not guaranteed. A VINE event can corroborate a reported custody change, but the original booking image still belongs with the agency record that produced it.
Sullivan Newsroom Mugshot Limits
SCSO's newsroom, Facebook, and X accounts publish selected arrest and incident announcements. These channels may preserve a photo after the live roster changes. They are episodic, not systematic. The absence of a post does not mean no booking occurred, and a preserved post does not mean the person remains in custody.
The SCSO newsroom is the most direct local agency source for those selected announcements. Use an article as a lead. Then match the booking and confirm release through the inmate file, VINE event, and court order. A court disposition may change the legal posture long after an arrest story remains online.
Local news may also reproduce an agency image. News archives follow their own editorial and correction practices. They are not official release records, and expungement of a government case does not promise automatic deletion from every independent archive.
Sullivan Mugshot Law and Removal
Tennessee Code section 47-18-2108 addresses certain commercial criminal-record and mugshot publication or removal practices. It does not force SCSO to publish a released-person gallery, and it should not be read as a guarantee that every image will be removed. Check the current statutory text before asserting that a particular business practice, remedy, or deadline applies.
Official correction starts with the custodian. SCSO controls its county booking record. The court controls its docket and expungement order. TDOC controls FOIL and its offender record, while TBI handles state processes within its authority. Tennessee expungement generally proceeds in the court where the case began under section 40-32-101. Eligibility and procedure vary by outcome and conviction.
An expungement order may be sent to the arresting agency, county jail, TDOC, and TBI as the process requires. It does not prove the date of release. Nor should anyone promise that it erases every prior news report or private copy. Keep the official record correction distinct from requests made to an independent publisher.
Verify Sullivan Mugshot Identity
Finish with the booking event, not the face alone. Match the full name, booking or inmate number, booking date, charge and court context, and agency. Then confirm whether the person remained in county custody, transferred elsewhere, or was released. A photo cannot answer those custody questions by itself.
If the image is no longer online, request the associated booking photograph from SCSO. If the record is a TDOC record, use FOIL and TDOC.
