TDOC Sullivan Release Paths
The state’s Sullivan County report identifies no TDOC-operated prison within the county. TDOC still serves Sullivan cases. A person sentenced to state custody can remain for a time in the county jail as a locally housed “backup” inmate, move to a prison elsewhere in Tennessee, and later appear in Sullivan County under parole or probation supervision. Those are linked records, but they are not one custody event.
Leaving Sullivan County Jail for TDOC is a transfer. It is not release from the state sentence. Release on parole means the person has left prison under conditions and TDOC supervision. Probation is community supervision that can arise from a court sentence and does not by itself prove a prison release on that date. Discharge means the relevant TDOC sentence or supervision relationship has ended. Read the actual state label instead of converting every non-prison status into “released.”

Search TDOC Sullivan Release Records
TDOC calls its public portal Felony Offender Information Lookup, or FOIL. It covers felony offenders currently or formerly in TDOC custody or supervision. That scope makes it the correct public route for a former state prisoner, parolee, qualifying probationer, or inactive TDOC record tied to Sullivan County. It is not a statewide version of the SCSO booking archive.
Use the most exact identifier available and save the displayed labels with the date checked.
- Choose Search By TDOC ID or Search By State ID when either number is known. These routes reduce same-name errors.
- For a name search, enter last and first name, use race only as an identity aid, and choose alias matching when it fits the known record.
- Complete the CAPTCHA and compare the result’s name, photo if shown, identifiers, offense, and sentence context.
- Read status, location, sentence information, parole-hearing status, and release information exactly as displayed.
- Confirm a completed release with the state status or release event, VINE when available, and TDOC records if the public entry is unclear.
The broader Sullivan County released-inmate search is useful when it is not yet clear whether the person remained county-held or entered state custody.
FOIL Sullivan Search Fields
FOIL provides three search routes. Name search asks for last name and first name, permits race, and offers an alias-match option. The ID tabs accept a TDOC number or State ID Number, also called SID. CAPTCHA is required. The official FOIL information page says a result may include a photo, status, location, offense, sentence information, parole-hearing status, and release information.

The official landing page does not promise a field universally named “Projected Release Date.” If a result shows a future, tentative, expiration, or eligibility date, preserve its exact title and retrieval date. Then wait for a completed status or release event before stating that the person left prison.
Note: FOIL’s “inactive” label needs the record’s dates and sentence details; it is not a complete release explanation by itself.
TDOC Sullivan Supervision Contact
TDOC operates community supervision after release, while the Tennessee Board of Parole conducts hearings and makes parole decisions. Sullivan County has its own District 10 field office in Blountville. That is more specific than routing every Sullivan question to the broader Johnson City office. Staff may limit person-specific disclosures, but the office can explain procedure and direct a caller to the proper unit.

Start with FOIL. Copy the exact status, location, identifiers, and as-of date before calling. Ask about the procedure for verifying or correcting supervision information rather than asking staff to interpret a court case from memory. The statewide directory also lists Compliant Reporting Supervision at 866-506-7225, but the research does not identify that number as a general person-verification line.

- Absconder
- A person officially classified as having left supervision without authorization; silence in a public list does not prove this status.
TDOC Release Dates and Credits
Tennessee release calculations depend on the conviction date, offense, classification, judgment, and laws that apply to that sentence. Tenn. Code Ann. § 40-35-501 addresses release eligibility, and § 41-21-236 addresses sentence-reduction credits. Public Chapter 988 created specified 100-percent-service and 85-percent-floor groups for qualifying offenses committed on or after July 1, 2022. It did not impose one 85-percent rule on every Tennessee prisoner.
Credits can matter where the law allows them. A calculation can also move because of disciplinary credit loss or restoration, program credits, an amended judgment, consecutive or concurrent terms, jail credit, a parole decision, a new case, or a detainer. Parole eligibility only means the Board may consider release. A hearing recommendation is nonbinding, and even a grant can be rescinded or blocked before physical departure.
For one Sullivan case, compare the judgment and conviction date with the exact FOIL sentence fields. Ask TDOC for its calculation when the public record is not enough. The Sullivan projected release date page gives the fuller date-verification route.
TDOC Release Records and VINE
FOIL is the public starting point, not necessarily the complete discharge file. A formal state release or discharge request belongs with TDOC because TDOC maintains the prison and supervision record. Sullivan County is not the custodian merely because the prosecution began there. The county court clerk remains the source for the judgment, amendment, or revocation order that shaped the sentence.
Tennessee VINELink supplies a second person-specific channel. Choose Tennessee, search by name or TDOC number, open RECORD DETAILS, and inspect the reporting agency and event. A released event supports that the agency transmitted a custody change. It may still need FOIL or the state record to show whether the person entered parole, another custody system, or final discharge. A parole-hearing notice is separate. The Board publishes weekly schedules and explains its decision process, but no separate public results database was found. A schedule means a hearing is planned, not that release occurred. Confirm the later outcome through the Board process, FOIL, and an actual VINE or TDOC release event.

TDOC Sullivan Custody Boundaries
A Sullivan defendant can cross several systems. The county jail file proves the county release or handoff. FOIL proves the state status and supplies state sentence or release information. District 10 addresses supervision procedure. The Board record covers parole consideration. The court file supplies the judgment and later orders. Each source has a defined role.
If SCSO no longer lists the person but FOIL says incarcerated, do not report a release into the community. If FOIL says parole, state that the person is outside prison under conditional supervision, provided the identity and record date match. If it says inactive, report that label and seek the actual date and reason from the accompanying record or TDOC. Precise wording keeps a transfer from being confused with a discharge.
A state record should also be tied back to the correct Sullivan judgment. Compare the TDOC ID or SID, offense, sentencing court, and sentence dates before joining the files. If dates conflict, obtain the amended judgment or TDOC calculation rather than choosing the result that looks newest. County jail credit, later court action, and a state status update can each explain part of the timeline. Only the maintaining agency can correct its own field, so route a FOIL issue to TDOC and a judgment issue to the clerk.
