Sullivan County VINELink Coverage
Tennessee participates in VINE, the Victim Information and Notification Everyday service, through VINELink. The Sullivan County connection is visible in the Sheriff’s official roster and public OCV/VINE data: it uses the site identifier TNSWVINE, the agency identifier TNSULLIVANSO, and person-detail links that lead into VINELink. The county roster also uses VINE-related infrastructure for current booking photos. TDOC separately supplies information for Tennessee felony offenders in state custody or supervision.
That connection supports a specific-person check. It does not establish a complete historical archive or a fixed period for keeping old release events searchable. VINE is free and built for custody and status notification. It is not a substitute for the Sullivan Sheriff’s inmate file, the court’s legal order, or TDOC’s Felony Offender Information Lookup, commonly called FOIL.

A county-jail disappearance and a state-prison release are not the same event. A Sullivan defendant may leave SCSO through transfer to TDOC and remain incarcerated. Read the reporting agency before interpreting any event.
Search Sullivan County VINELink Records
Use exact identity facts before opening a result. Names repeat, and aliases can produce more than one match. A TDOC number is the best state-offender key when known. Sullivan VINELink Release Fields
A VINELink result should be read as an agency report. The field names and amount of detail can vary by source record. Sullivan’s current roster supplies links and current-custody facts, while TDOC records can carry state-offender and supervision information. Never invent a missing release reason or scheduled date.

A released event supports that the reporting agency transmitted a release. It may not, without a stated reason or destination, distinguish entry into the community from an agency handoff. No result is also inconclusive. The record might use different identity data, fall outside a participating source, or no longer remain in the searchable view.
For a Sullivan jail detainee, request the recorded release date and time, authorizing document, and any transfer or detainer record. For a TDOC offender, compare the event with FOIL’s status, location, sentence, and release information. Parole means conditional release under supervision. Probation is community supervision and does not by itself prove a prison release on that date. Inactive is not a complete release explanation.
Register Sullivan VINELink Release Alerts
Register only after the correct record has been matched. Tennessee’s official material identifies text, email, TTY, and automated phone call as notification choices. Select the event and contact method offered by the current interface. A notification can report release, transfer, or another custody change supported by that source. Keep the confirmation details so the registration can be reviewed later.
- Open the verified record. Recheck the person identifier and source agency.

GET NOTIFIED. Choose the custody event or event group offered for that record. - Choose a contact method. Enter the phone, text, email, or TTY details requested by the interface.
- Finish the confirmation. Follow the current prompts and save any registration reference or confirmation message.
- Handle a phone PIN if prompted. Create a memorable, non-obvious four-digit PIN and use it to acknowledge the automated call.
- Verify the event afterward. Match an alert to the SCSO or TDOC record when the result has legal or practical importance.
The four-digit PIN belongs to the traditional automated-phone workflow when that flow requests it. Tennessee’s published instructions do not say every email or text registration needs a PIN. Follow the live interface instead of applying the phone rule to all methods.

Sullivan VINELink Notice Layers
Sullivan’s notification system has several layers that should not be collapsed into one. The Sheriff’s roster links a current county person to VINELink. TDOC provides state-offender VINE instructions and a printable Victim or Member of the Public Request for Notification. The Tennessee Board of Parole manages a separate hearing-notice and participation process. A custody event, a TDOC notification registration, and a parole-hearing notice concern different actions.

The printable TDOC notification form is an alternate state channel. Board hearing contacts are for hearing notice or participation, not a substitute for a completed release event. A hearing date means the Board may consider a case. It does not mean the person has been released.
Sullivan VINELink Check Limits
VINELink does not serve as the federal BOP locator, ICE detainee locator, or a historical USMS release search. Use BOP for federal prison records. Use ICE’s system for a person currently detained or reported released from ICE custody within its limited recent window. For a USMS pretrial release, the federal docket and release order are the main public proof because the Marshals Service has no comparable public historical locator.
Data timing also matters within participating systems. A release may finish before the event appears. A result can remain visible after circumstances change. A missing record is not proof that the person was released. Preserve the alert time, event text, identifier, source agency, and any reason or destination shown, then reconcile those facts with the agency file.
If an alert does not arrive as expected, first confirm that the Sullivan County record, contact method, and selected event are still correct. The VINE operator can help with service use, but the operator does not replace SCSO, TDOC, or a federal custodian as the source of a release record. Do not rely on repeated searches as an alert substitute. A direct agency call may answer a pressing status question, while a written request preserves the event’s date, authority, and transfer details for later review.
Registries answer another question. A qualifying person may appear in a Tennessee offender registry while living outside custody, but registry status is based on legal registration rules. It does not independently establish a Sullivan County jail release date or prove the end of all custody.
Confirm Sullivan VINELink Releases
After a Sullivan County jail alert, ask SCSO for the inmate-file release entry. The local release procedure requires the file to retain the date, time, and a copy of the document authorizing release. It may also hold bond paperwork, warrant and hold checks, a computer release entry, a property receipt, and transfer documents. After a state-offender alert, use FOIL. Its scope includes felony offenders currently or formerly in TDOC custody or supervision. Search by TDOC ID or State ID when possible, or by name with careful identity checks. Read status labels literally and compare any sentence or release information shown. A future or eligibility date is not an actual release event.

A VINELink notice is strongest when paired with the matching Sullivan or TDOC record. That combination answers both what the notification system reported and what the agency formally documented.
